On Wednesday, October 22, 2025, at approximately 8:50 p.m., officers with the Portales Police Department responded to the 700 block of West 2nd Street after receiving a report of a wanted person at an apartment. Upon arrival the officers investigated and determined that the wanted person, (41) forty-one-year-old Michael Ray Encinias of Portales was inside and obtained a search warrant for the residence. They found that the subject had barricaded the apartment door and officers were unable to enter the apartment.
Officers then deployed chemical munitions into the apartment, and the subject exited the apartment shortly after and was taken into custody without any further incident. Encinias was booked into the Roosevelt County Adult Detention Center on his warrant for two counts of criminal sexual penetration of a minor under 13 and intimidation of a witness along with a new charge of resisting, evading or obstructing an officer.
