ENMU to Offer Out-of-State Students Tuition Reduction
The Eastern New Mexico University Board of Regents approved a decrease in the tuition price for out-of-state students from 203 percent of in-state tuition to 150 percent, effective for the fall 2018 semester.

ENMU President Dr. J.S. Elwell said, “I made the proposal to the Board of Regents in hopes that it would allow us to recruit more talented students from out of state. This will help the University increase enrollment and diversity on campus.”
He explained the new tuition rate “will give ENMU a competitive edge in recruiting students around the country and abroad.”
ENMU joined a movement among many public institutions to make college more affordable for out-of-state students. The movement was spurred by a 2014-15 Collegeboard.org report that found out-of-state students paid an average of $13,819 more than their in-state peers.
ENMU’s 2016-17 tuition and fees averaged $5,994 (in-state) and $15,500 (out-of-state). ENMU has one of the lowest differentials (in-state, out-of-state) in New Mexico, but the difference was still 203 percent.
The 150 percent rate for all out-of-state students is consistent with the rate for WICHE’s Western Undergraduate Exchange (WUE), a regional tuition reciprocity agreement between western states.
ENMU has participated in the WUE program for two decades.
