PUBLIC COMMENT: The Public has the opportunity to provide comment on subjects regarding City Business, during the public comment period. Speaker’s comments will be limited to three (3) minutes unless the Mayor and/or Councilor(s) requests more information. The time limit is given in an effort to allow public input but also to move the agenda forward in a prompt yet efficient manner. All Speakers must sign in at the beginning of the Meeting. Topics are limited to six (6) speakers per topic.

ROOSEVELT COUNTY CHAMBER OF COMMERCE— Quaylene Parkey, Executive Director.
1. Requesting Permission from City Council for the Chamber to Expand its use of the Open Lot on the
Corner of S. Avenue B Between First and Second Streets. Lot is used Seasonally as Farmers’ Market.
Requesting Permission to Use the Lot for Flea Market Fridays, Open to the Public During the Summer.
2. Requesting Permission from City Council to Seek Funding Through Grant Request(s) for Electric Service
for the Same Lot.
a) To Install Lights in the Trees Surrounding the Area.
b) To Install Outlets to Provide Electrical Support to Food Trucks and Vendors. Payment to be
Determined.

1. Approval of Mayor/Mayor Pro Tem’s Signature on City Manager’s Employment Agreement with Scott
Mitten.
PUBLIC INFRASTRUCTURE CAPITAL PROJECTS ADMINISTRATOR—J. McVey.
1. Request Approval of Resolution 2025-20 an Agreement for the City of Portales to Participate in the
Eastern Plains Council of Governments (EPCOG) for Fiscal Year 2025-2026. Representing the City of
Portales will be Council Member Oscar Robinson, Returning as a Board Member and Jo McVey as an
Alternate.
AIRPORT—L. Lovelady, Planning and Zoning Administrator.

Ratification of Grant PRZ-25-03 for the Relocation Design and Construction Design of Automated
Weather Observing System (AWOS). The State Commitment is $66,100.00 with a City Match of
$3,479.00.
