  1. INVITATION TO OFFER

Roosevelt General Hospital (RGH), a public hospital and political subdivision of the State of New Mexico, is requesting competitive sealed proposals from qualified firms for the replacement of an existing 700 kilowatt (kW) emergency standby generator system.

This procurement is conducted in accordance with the New Mexico Procurement Code (NMSA 1978, Sections 13-1-28 through 13-1-199) and applicable administrative regulations.

  1. PROJECT DESCRIPTION

The selected Offeror shall provide a turn-key emergency power generation system, including removal of the existing generator, furnishing and installing a new 700 kW generator, all associated electrical and mechanical work, testing, commissioning, and regulatory coordination.

The generator supports critical life-safety and essential electrical systems for hospital operations.

  1. SCOPE OF WORK (SUMMARY)

The scope of work shall include, but is not limited to:

  • Removal and lawful disposal of existing generator and appurtenances
  • Furnishing and installing a new (minimum of )700 kW diesel emergency generator
  • Generator enclosure (weather/sound-attenuated as required)
  • Automatic Transfer Switches (ATS) and system integration
  • Fuel system connections and upgrades as required
  • Concrete pad, structural anchoring, and vibration isolation
  • Electrical and mechanical connections
  • Load bank testing and commissioning
  • Staff training and delivery of manuals and as-built documentation
  • Warranty and service provisions

Work must be coordinated to minimize disruption to hospital operations.

  1. CODES, STANDARDS & REGULATORY COMPLIANCE

All equipment and installation shall comply with:

  • NFPA 99 – Health Care Facilities Code
  • NFPA 110 – Emergency and Standby Power Systems
  • National Electrical Code (NEC)
  • CMS Conditions of Participation
  • State of New Mexico building and electrical codes
  • Local authority having jurisdiction
  • Manufacturer specifications
  1. OFFEROR QUALIFICATIONS

Offerors must demonstrate:

  • Experience with hospital or healthcare emergency power systems
  • Current New Mexico contractor licensing
  • Ability to meet life-safety and critical infrastructure requirements
  • Required insurance coverage
  • A minimum of three (3) comparable projects completed within the last five (5) years
  1. PROPOSAL CONTENT REQUIREMENTS

Proposals shall include:

  1. Offeror information and qualifications
  2. Technical description of proposed generator system
  3. Project schedule and implementation plan
  4. Detailed cost proposal
  5. Warranty and service details
  6. References

Failure to submit required information may result in disqualification.

  1. EVALUATION CRITERIA

Proposals will be evaluated using a weighted scoring method in accordance with the New Mexico Procurement Code, including:

  • Qualifications and experience
  • Technical compliance
  • Project approach and schedule
  • Cost and overall value
  • Warranty and service support

RGH reserves the right to accept or reject any or all proposals, waive minor informalities, and negotiate with the most advantageous Offeror.

  1. PRE-PROPOSAL SITE VISIT

A non-mandatory site visit may be scheduled by contacting the Procurement Officer. Offerors are encouraged to attend to fully understand site conditions.
