The Roosevelt County Commission met in regular business meeting on Tuesday October 6, 2020, at 9:00 a.m. in the Jake Lopez Community Building with those present being: Commissioner Paul Grider, Commissioner Tina Dixon, Commissioner Dennis Lopez, County Manager Amber Hamilton, County Attorney Randy Knudson, Chief Deputy Clerk Nath Baca, Financial Specialist Liliana Rivera, Human Resource Administrator Debra Olds, Road Superintendent Ricky Lovato, RCDC Administrator Justin Porter, County Sheriff Malin Parker, Chief Deputy Treasurer Vickie Ramos, Seferino Montano, Clay Layher, Victor Marez, Brad Johnson and  Lieutenant Shayla Ramsey. Absent were Commissioner Matthew Hunton and Commissioner Lewis Shane Lee.

Approval of Agenda:

Approval of Minutes:

Approval of Accounts Payable/Payroll:

Elected Officials/Department Heads Report:

Employee Recognition: Roosevelt County recognized 8 employees for their years of service.  They are:  Chief Deputy Treasurer Victoria Ramos 5 years, RCDC Administrator Justin Porter 3 years, RCDC Lieutenant Clay Layher 1 year, RCDC Sergeant Victor Marez 1 year, RCDC Sergeant Brad Johnson 3 years,   Road Department Equipment Operator Pete Encinias 10 years, Road Department Equipment Operator Sam Garcia 15 years and Sheriff’s Office Deputy Eric Muller 1 year.

 

Detention:  RCDC Administrator Porter reported for the month of September 2020.  The facility count is 53 (44 males and 9 females) with 11 being from out of county, 67 bookings and 60 releases and $21,000.00 total billed. There is one staff member in the academy now.  The network for the tablets was moved over to a new system and now some testing has begun on the wireless access points (WAPs).  There has been some testing on the tracking system, testing of the system interface with the jail management system, testing of housing and platform to see if they are working correctly.  The kitchen equipment is installed but waiting on parts for the fridge and freezer.  Some AC units have been replaced and there will be 2 more replaced within the next two weeks.  There has also been some painting done in the dayrooms.  Staff and detainees are working steadily on COVID-19 safety practices.  There is the enhanced cleaning, disinfecting and hygiene practices; the training, education and screening of staff and detainees.  They are working with the Sheriff’s Office on a screening tool for transports to minimize exposure.  There were 261 COVID-19 tests collected for staff and detainees for the month of September.

There were 61 staff and 200 detainees.  Each week is a new group. The turnaround on testing has gotten better.  It was about 14 days and now is under 7 days.  There was no one on restrictive housing for the quarter.

 

Roads:  Road Superintendent Ricky Lovato stated they finished the $383,000 in capital outlay and the LGRF 2020.  He hopes to start the LGRF 2021.  They continue to patch and fix roads.

 

Manager: County Manager Hamilton state that on the drought monitor we are still at severe drought and not at extreme.  In an addendum to the Road Use Agreement with Sagamore/Xcel officials, they’ve  added 9 miles and will provide all materials. This will be presented to the Commission at the next meeting.  Information from the Department of Finance Administration and the New Mexico Taxation and Revenue Department showed that the New Mexico unemployment rate for July was at 12.7% and is now 11.3%.  In our area it is at 8.8%.  New Mexico’s employment rate should recover by 2025.  There are 41 operating oil rigs in the state.  That is a 63% decline and it anticipated to keep on the decline.  As for the FEMA baseline energy from June 2018, a call is scheduled for tomorrow and it looks to be that there will be an adverse impact potentially to areas within the County.  The county used to be a Zone D.  It looks to be a cause for concern.

 

Commissioners: Commissioner Dixon thanked the road department for addressing road concerns so quickly .  Commissioner Lopez expressed concern about the streets Boston and Lime.  Commissioner Lopez asked about updates on the new contracts.  He realizes that prices have changed. He knows the road the NM Department of Transportation is going to work on next is the Lovington Highway and by Farmers Market.  County Manager Hamilton stated the NM Department of Transportation is working on striping.  He offered kudos to County Manager Hamilton for her representation at the NMAC meeting.

 

 

New Business:

  1. Request for Approval of Modifications at the Roosevelt County Healthcare Complex by La Casa de  Buena Salud:  Seferino Montano first offered an apology for the addition of a canopy to the south        side of the building without asking for approval from the Commission.  Mr. Montano requested to be able to add three operatories to dental care.  Those will cost from $150,000 to $200,000. He would also like to have a storage unit built to keep equipment on the south side of the building by Los Abuelitos. He stated that the water bill for La Casa has been as high as $2,000 for a month and so he would like to hire a landscaping architect to zero scape the front of the building.  There would be some general updates done to the building as well; reflooring, painting and installing electric doors.   It would all be paid for by La Casa de Buena Salud.  Motion to approve was made by Commissioner Lopez with a second from Commissioner Dixon.  Commissioner Grider-Yes, Commissioner Dixon-Yes, Commissioner Lopez-Yes.

 

  1. Discussion of 2020 Hail Damage Claim Progress: County Manager Hamilton recommends to do modified

Systems for the Detention Center. She also updated the Commission on the status of the current real property and fleet repairs.

 

  1. Request for Approval of asset Disposal of four Vehicles from the Sheriff’s Office and Detention Center: The vehicles are at mileage and repairs are costly.  This is a request for disposal to be done by public auction.  Motion to approve was made by Commissioner Grider with a second from Commissioner Dixon.

  1. Consideration of Resolution 2020-28 CARES Small Business Grants Budget Adjustment: Motion to approve Resolution 2020-28 was made by Commissioner Dixon with a second from Commissioner Grider.

  1. Request for Approval for Contract Award in Response to ITB 2021 for Hauling of Road Materials to C&K Cattle:  Motion to approve was made by Commissioner Grider with a second from Commissioner
