1. Regular Meeting June 2, 2026

City Council and Staff request all public speakers speak directly and clearly into the microphone.

PUBLIC COMMENT: The Public may address the Council on City Business during the public period. Comments are limited to three (3) minutes, unless the Mayor or a Councilor requests additional information.

All speakers must sign in at the beginning of the meeting. No more than six (6) speakers per topic are allowed. Time begins when the speaker addresses the Mayor and Council. When the three minutes have passed, the timekeeper will announce “TIME.”

Public comment is for citizen input only. The Open Meetings Act prevents Council from responding to comments on topics not posted on  the agenda. Speakers may be connected with the appropriate City department for assistance.

1. Recommendation for PC. NO 2025-2026-18, A Resolution Providing for a Replat of one lot into four
different lots at 1423 S Ave G Portales, NM 88130, submitted by Paul Newsom.
2. Recommendation for PC. NO 2025-2026-19, Replat of one lot of land into four sections, submitted by
Roosevelt County Electric Cooperative.
3. Recommendation for PC. NO 2025-2026-20, Variance for Development and Operational of
Commercial Solar Facility in a R1 Zone, submitted by SV CSG Portales, LLC.
4. Recommendation for PC. NO 2025-2026-21, Special Use Permit (SUP) for Construction of
Amphitheater located at the City Park, submitted by the City of Portales.
5. Governing Body approval of Mayor Michael Davidson to the Finance Committee and Chamber
Commerce Board and Angie Smith to the Recreation Committee to complete the term of a retiring

6. Approval of Resolution 2026-23 for Governing Fixed Assets FY 2025-2026, L. Rivera, Finance Director
7. Approval to Accept the HMGP 4843-0007-NM Grant-Emergency Management, A. Brezovsky
8. Approval of Resolution 2026-24 for an Indemnification and hold harmless America 250 Freedom and
Heritage Days Fireworks display.
