Senate Bill 3 (SB3) was passed during the 2025 state legislative session, launching the Behavioral Health Reform and Investment Act (BHRIA), supporting initiatives focused on expanding behavioral health services, improving infrastructure, and addressing community needs across prevention, treatment, and recovery. The New Mexico Health Care Authority (HCA) has awarded Region 9 – Curry and Roosevelt Counties – $2,000,000 in response to the successful and approved submission of an Early Access Funding application. Curry County Manager Lance Pyle stated, “These funds will support regional leadership, enhance and expand crisis and treatment infrastructure, and expand evidence-based substance use treatment and anger management services for justice-involved individuals across Judicial District 9”.
Funding will be used to support, enhance, and expand the following initiatives and services:
• $810,000 – Horizon Crisis Triage Center Infrastructure and Equipment
• $316,341 – Horizon Crisis Triage Center Planning and Expansion
• $500,000 – Medication – Assisted Treatment in Adult Detention Centers, split evenly by Curry and
Roosevelt
• $200,000 – Re-entry Services (RISE Model), split evenly by Curry and Roosevelt
• $50,000 – Teen Court Treatment, split evenly by Curry and Roosevelt
• $123,659 – Regional Behavioral Health Administrator position and related expenses
These efforts will be continued and expanded through the upcoming Regional Behavioral Health Plan, set for
completion this summer. 9th Judicial District Chief Judge Donna J. Mowrer, states “As committed partners in
addressing the root causes that impact our judicial system, the Ninth Judicial District Court proudly supports the transformation of behavioral health services across Region 9. With the forthcoming leadership of a Regional
Administrator, we stand on the brink of meaningful progress—advancing programs that empower individuals,
prevent unnecessary entry into the criminal justice system, and build stronger, healthier communities for all.”
